Commercial timing

Good Morning America has a person doing the weather from Henderson, Indiana. Henderson the site of terrible tornadoes over the past few days.

I wonder who is in charge of deciding which commercials are shown when during a broadcast.

Here is this person standing in front of a big pile of rubble. You can see a bus, an exercise bike and lots of other stuff that used to be part of people's lives. And to add insult to injury it is all covered in snow.

Then the beautiful blond says "today's weather is brought to you by Cartier" and they go into a beautiful commercial about the jeweler. It is a beautiful commercial, I mean it ends in Paris, right?

But really ABC who is in charge of stuff like this.
